can anyone explain it and how to join in hunting someone? Because Im sure that was not explained anywhere

Get in to the "Kill orders" section and you see there who has a bounty on his head. Then if you are lucky you might run in to that person in a store or a recovery room and you will have a temporary connection to jum him.
